Amazon Web Services Cloud Services Agreement
The Amazon Web Services Cloud Services Agreement (ACSA) is a new Department of Internal Affairs all-of-government agreement that covers Amazon Web Services (AWS) public cloud and professional services.
This agreement replaces the Amazon Web Services Cloud Framework Agreement.
Service Description
The ACSA allows eligible government agencies to buy public cloud services from AWS under standardised terms.

Adopting the Service
Eligible agencies can adopt the ACSA by co-signing an affiliate Memorandum of Understanding (MoU) with DIA and an Affiliate Addendum and Non-Disclosure Agreement (NDA).

Procurement
The ACSA is not a common capability agreement. This means your organisation may need to consider a primary procurement to procure goods and services from the ACSA.
Government Procurement Rules — NZ Government Procurement
Adopting agencies buying new cloud services are required to undertake procurement obligations and risk and assurance requirements.
A small administration fee of 1.75% of the total spend by agencies will be applicable. This fee is used to manage the contract on behalf of all government agencies.

The Department of Internal Affairs (DIA) has entered into an agreement with AWS to supply public cloud services to eligible government agencies.
The initial agreement commences in July 2022. The agreement is evergreen with termination right provisions for DIA and AWS.
